There are two bills before Congress for the organization of an office to administer the copyright law. Certainly it is high time that some adequate provision be made for that purpose. The copyright law as it stands is not a perfect measure, but it is the only security that authors and publishers have for the possession, use, and enjoyment of very valuable property rights.
