Counsel for the Aldermanic committee investigating the Street Cleaning Department had more cause to congratulate themselves over the progress made yesterday than at any of the previous sittings. In the first place, Giustino Garrazo, the obdurate witness of Wednesday, had seen a great light, and, by advice of ex-Judge Palmieri, his counsel, gave some interesting evidence as to his payments for his contracts.
