Under the City Charter, tile enterprise of cleaning our streets must be undertaken by contract, provided the job costs over $250. So much of street-cleaning as we have enjoyed during the year is likely to cost $300,000, yet no contraets have ever been entered upon, and it is only by an evasion of the plain language of the law that a cent of this amount has been paid.
